National
Supervision and Inspection Center for Explosion Protection and Safety of
Instrumentation (NEPSI) is set up at Shanghai Institute of Process
Automation Instrumentation (SIPAI). It is a specialized establishment that
approved and authorized to exercise safety supervision and inspection of
internal and external explosion-protected instruments by the Ministry of
Labor, the Ministry of Machinery Industry, China State Bureau of Quality
and Technical Supervision, China Import and Export Commodity Inspection
Bureau and the Register of Shipping of the People's Republic of China.
Recently, approved by China State Bureau of Quality and Technical
Supervision, the Workstation for Explosion-Protected Instruments under the
Examination Division for Explosion-Protected Electrical Equipment of the
National Industrial Products Production Licence Office has been set up at
NEPSI.

he
construction of NEPSI testing laboratory, initiated in SIPAI in 1979, was
completed in 1985. All the testing facilities are designed and made by
SIPAI in accordance with the requirements specified in IEC 60079 family
publications and Chinese GB 3836 family national standards.
The
integration of NEPSI with the Reliability and Environmental Test
Laboratory (RET) of SIPAI, which was first accredited in October 1987 by
Lloyd's Register of Shipping of United Kingdom, has formed a complete
system for explosion protection tests. It was in January 1996 that NEPSI
was officially approved and named by the Ministry of Labor as
"National Supervision and Inspection Center for Explosion Protection
and Safety of Instrumentation".¡¡
As
an important part of SIPAI Inspection and Testing Institute of Instruments
and Automatic Systems (SITIIAS for short), NEPSI was approbated by China
National Accreditation Committee of Laboratories (CNACL) and China
Commodity Inspection Bureau Laboratory Accreditation Committee (CCIBLAC)
for its personnel qualification, management system, testing facilities and
measuring instruments. Among its technical staff, most are engineers or
senior engineers with more than ten years of experience. Some of them once
trained, visited or did cooperative research work in famous international
organizations, such as SIRA, Factory Mutual Research Cooperation (FMRC),
Physikalisch-Technische Bundesanstalt (PTB), Bergbau-Versuchsstrecke of
DMT Company (DMT/BVS), Technischer Uberwachungs-Verein, Hannover (TUV
Hannover), Laboratoire Central des Industries Electriques (LCIE), TIIS and
TESTSAFE/SIMTARS. Some of them are members of Chinese National
Standardization Committee for Explosion-protected Electrical Equipment,
Chinese Society of Labor Protection, Shanghai Special Committee for Fire
and Explosion Protection, Explosion-protected Electrical Equipment
Committee of Instrument Society of America (ISA SP12), IECEx International
Certification Scheme, international assessor of IECEx Scheme.
Supported
by government departments concerned, NEPSI gets progressive increase in
testing competence, businesses, and international exchange and
co-operation, and enjoys good reputation both at home and abroad. NEPSI
has been recommended as a candidate laboratory for IECEx Scheme by China
State Bureau of Quality and Technical Supervision

NEPSI,
authorized by the government, is mainly engaged in research and
development of explosion protection technology, testing and verification
of various explosion-protected apparatus, as well as safety supervision
for users of explosion-protected instruments and safety assessment of
explosion protection engineering projects in accordance with the
instructions of the government departments.

Main
tasks of NEPSI:
1.
Popularizing and carrying out safety-related policies, laws and
regulations of the state;
2.
Undertaking state key research projects concerning fundamental explosion
protection technology;
3.
Research and development of testing technology on explosion protection;
4.
Testing and verification of various domestic or foreign
explosion-protected instruments and apparatus, and issuing Explosion
Protection Certification of Conformity;
5.
Carrying on FM or PTB international approval of explosion-protected
products on commission;
6.
Preparation of technical standards of explosion-protected instruments;
7.
Safety assessment of explosion-protected electrical equipment in
operation in hazardous areas;
8.
Technical consulting services on industrial explosion protection and
safety technology and supervision of explosion protection engineering
projects.
